The little lady carries some 1940s glass berries and a bit of pink tulle netting - both items from a vintage hat

this panel is loose (not soldered) and will come off but I don't want to do this myself as I might not be able to get it on again

If I am correct, this mantel decoration was made for the French Canadian market as Pere Noel which translates to Father Christmas or Kris Kringle. Yes, you could call the figure a Santa Claus if you wanted to but this fellow is dressed in robes, wears a gold crown and carries a cross.
